Context

Skills and Qualifications

Essential:

  • i. The applicant must have a minimum of a Bachelor ‘s Degree in Social

Science, Business, or Mathematical Science, preferable economics, statistics actuarial, science mathematics, finance accounting or other relevant the fields

  • ii. At least three years of experience in development sector, some NGO experience preferred, preferably in M&E

  • iii. Strong report writing skills

  • iv. Excellent IT, interpersonal, written and verbal communication skills

  • v. Fluent written and spoken English, fluency in Swahili significant advantage

  • vi. Competence  in  qualitative  and  quantitative  study design  and

implementation

  • vii. Extensive experience with monitoring program implementation using qualitative and quantitative approaches

  • viii. Demonstrated experience in data analysis and database management systems

  • ix. Experience in developing and coordinating data collection processing and analysis and report writing.

  • x. Proficient in data modeling and use of statistical analysis softwares.

Desirable:

  • xi. Experience of budgeting and managing finances

  • xii. Experience in designing and leading on specific research projects

  • xiii. Experience of people and performance management

  • xiv. Experience in training and capacity-building in monitoring and evaluation

Position

Summary

The Monitoring, Evaluation, Research and Learning Officer is a member of HIMSO’s Management Committee. The post’s main duties are:

  • 1) To develop the MERL Unit as per HIMSO guidelines on reporting framework and ensure its associated operations reflect the operational standards, strategy, and practices in line with the HIMSO Key Performance Indicators Framework

  • 2) To manage the design, development and lead on the successful implementation of monitoring, evaluation and research across HIMSO

  • 3) To build the capacity and develop the roles for project staff in implementation of monitoring, evaluation and research across HIMSO projects

  • 4) To ensure that evaluation and other findings are appropriately disseminated and fed back into HIMSO’s Management for Impact system to ensure continual refinement and improvement of our projects to maximize Impact

  • 5) To manage effective communication with HIMSO CHuA Offices

  • 6) To be part of the wider community of HIMSO Projects MERL point persons for reporting, experience sharing and learning

  • 7) To manage the production of evaluation, research and other technical reports and their dissemination both externally and internally.

Time: 15%

To develop the MERL Unit and ensure its associated operations reflect the operational standards, strategy and practices in line with the HIMSO Key Performance Indicators Framework

Duties

  •  To develop and lead on implementation of an annual operational plan for the HIMSO MERL Unit in line with HIMSO strategic aims, including staffing and resources

  •  Line management and implementation of a structured performance

management and review cycle of MERL Unit staff (MERL officer)

  •  Input into and support HIMSO Project Officers in their ongoing

management of projects and MERL, ensuring MERL Project Units meet agreed standards in MERL in line with the HIMSO Key Performance Indicators Framework

  •  Lead the MERL Unit in the annual budgeting development and monitoring

process; and ensure that MERL expenditure is within agreed budget parameter

  •  To ensure that all programmes management and staff responsible for MERL across the HIMSO Programme Offices are clear about their duties and receive the necessary technical support to fulfil them

Time: 20%

To further develop and implement appropriate monitoring, evaluation and research systems, indicators and tools for all HIMSO offices and programmes

Duties

  •  To ensure that all HIMSO projects have appropriate monitoring and

evaluation frameworks, indicators and tools in place, in line with requirements of donors and internationally accepted latest developed techniques and standards

  •  To ensure that HIMSO MERL systems are aligned to and feeding into the

CHuA’s plans

  •  To lead on the continual review and improvement process via the HIMSO

Management for Impact system with regards to HIMSO’s monitoring and evaluation function

  •  To design and oversee evaluation and research initiatives to be undertaken

internally within HIMSO with the purpose of maximizing the Impact of HIMSO projects

Time: 15%

To build the capacity of management and staff required for effective implementation of the MERL systems within HIMSO

Duties

■ To build the capacity of senior management, project managers/coordinators and project staff for accurate collection, compilation and analysis of

 

monitoring data, for them to use it for decision making and performancebased line management

■ To design and implement appropriate training programmes and support systems for CHuA offices and members to ensure quality implementation of monitoring, evaluation and research tools

Time: 20%

To ensure that evaluation and other findings are appropriately disseminated and fed back into HIMSO’s Management for Impact system to ensure continual refinement and improvement of HIMSO to maximize Impact

Duties

  •  To manage and conduct analysis of impact evaluation data (baseline and end line) to international standards

  •  To ensure that appropriate systems are in place for monitoring and evaluation and research to inform the continual review and improvement process of HIMSO programmes implementation and development to produce maximum impact

  •  To lead on developing a prototype for a programmes quality audit toolkit for HIMSO programmes/projects

  •  To ensure that monitoring, evaluation, and research data produced internally are fed into the appropriate systems for informing programmes/project design and decision-making implementation at office, programme/projects and organizational levels

  •  To ensure that monitoring and evaluation data informs strategic planning and annual operational planning processes

Time: 25%

To manage the quality production of evaluation, research and other technical reports as required internally and externally

Duties

  •  To manage the production of evidence-based evaluation and research

reports as the basis for learning and development on HIMSO programmes/projects

  •  Ensure the quality and timely documentation and dissemination of key

findings from monitoring, evaluation and research, specifically presenting Programmes/Project Results and Impact, to all appropriate national and international stakeholders, including the Tanzanian Government, bi-laterals, UN agencies and other partners

  •  Support Programmes staff to appropriately format and disseminate

Programmes/Project Results and Impact to programmes stakeholders (including beneficiaries) at regional, district and village/school levels

  •  Leading on the preparation of HIMSO Quarterly Reports both for internal and

external purposes

  •  Leading on the fulfilment of HIMSO reporting requirements for MERL and

Impact

  •  Documenting and providing MERL and impact information for PR,

marketing and fundraising, and donor reporting purposes

Time: 5%

HIMSO Management Committee

Duties

  •  Member of HIMSO Management Committee

  •  Participating and undertaking in key management areas of human resources

management; finances management; fundraising and partnerships; and emerging management issues

  •  Leading the designing and facilitating the annual review and strategic review

process for HIMSO
